In October 2011 two commercial Chinese vessels are beset by pirates in the lawless waters of the infamous Golden Triangle, a haven for drug cartels and criminal empires. The crews of the ships are executed and the cargo stolen, sparking outrage in China. An investigation into the massacre is launched immediately and involves undercover expert Fang Xinwu (Peng) and police captain Gao Gang (Zhang). To resolve the case they must face the brutal and insidious gangs which dominate the Golden Triangle and the area's extreme drug trade.
