When her younger brother Binx (Christian Slater)'s scooter is stolen and destroyed Billie demands for the repair costs to be covered by those responsible. However, her demands are not met with any sympathy and when Pyatt (Richard Bradford), one of the boy's father, attempts to abduct her Binx manages to help her escape with the aid of a gun. Billie, Binx and two of their friends then go on the run when they are framed for attempted murder. As they evade capture from the authorities legend of their defiance spreads and soon they have a cult following with Billie being heralded as a teen idol.
